"Innovative Environmental Policies Along and Around the Via Dinarica: Identification of Environmentally Sustainable Pathways (PAI Project)"

This project is co-financed by Region Tuscany and implemented by Oxfam Italia.

 

The PAI Project aim is to increase the capacities of local authorities, entrepreneurs, professional society and NGOs to deal with the environmental protection and management of environmental services. The project foresees the implementation of the activities in Bosnia-Herzegovina, Serbia, Montenegro and Albania territories.

 

The subject of the contract is the project implementation services related to Activity No. 5: “Support to the improvement of the Energy Efficiency in the pilot territories of the Via Dinarica” where the EEC partner shall:

®        Support Municipal Energy Efficiency Teams to present Municipal Energy Efficiency Plans that have been prepared to the Mayor and/or Municipal Council.

®        Support the Vau Dejes Municipal Energy Efficiency Team in defining a proper municipal building in which to conduct an Energy Audit.  The detailed Energy Audit Report will contain the actual building situation, actual consumption, propose EE measures to be implemented, evaluate the required budget for investing to implement such measures.  The Energy Audit report will be presented to Prefectures, Regions, Ministries and public institutions in order to attract support and financing.

®        Elaborate two (2) cases studies on the socio-economic impact of the provision of EE technology to rural HH and small business. Case studies should be based on different types of technology, such as high efficiency stoves for HH, solar panels, biomass stoves for greenhouse heating.

Project financed by Norwegian Ministry of Foreign Affairs/Energy Saving International AS (ENSI).

 

The Norwegian Ministry of Foreign Affairs commissioned ENSI - Energy Saving International to implement the programme on “Technical Assistance and Capacity Building for Albanian Municipalities”. The programme consists of two components - capacity building, which will include interactive training of municipal staff/specialists from up to 10 municipalities and technical assistance which will include support to planning and construction of sustainable buildings in municipalities influenced by Devoll Hydropower Project which has through 2013 moved from the pre-construction phase into preparatory work and construction.

 

The programme will include the following main activities:

®        Interactive training of up to 25 municipal experts/specialists.

®        Organizing of five Workshops (1-1,5 days each) for the participating municipalities with Practical Homework given after each Workshop.

®        Toolbox for participants containing manuals, templates and tools.

®        Three Technical Visits to the building sites, during planning and implementation stage of projects.

"Increasing Energy Efficiency and Utilization of

Renewable Energy Sources in the Cross-border

Region (IRECo)"

Project financed by the European Union in the framework of the IPA Cross-Border Programme between Macedonia and Albania, 2007-2013.

 

The Sustainable Development (SD) is the linkage between economic, social development and environmental protection. The Sustainable Development is a pattern that aims to meet human needs while preserving the environment so that these needs can be met not only in the present, but also for the future and the generations that come.  The utilization of RES and increasing of EE are the most reliable path towards achieving the sustainable development.  The energy is key factor for development and utilizing RES and increasing EE also protects the environment and is not compromising the ability of future generations to meet their own needs.

 

The cross border region that is addressed with this action (Macedonian southwestern region and Korca Region in Albania) has significant potential for utilization of renewable energy sources and implementation of energy efficiency measures.

 

Thе project objective is to determine and increase the utilization of Renewable Energy Sources (RES) and the Energy Efficiency (EE) in the cross border region specifically in the Macedonian southwestern region and Korca region in Albania.  The overall objective of the programme is to promote sustainable development in the cross-border area.  Referring to that, this region has a potential for development of activities in the area of RES and EE.

 

Main activities under this Project are:

"Transnational Cooperation for the Improvement of Buildings Energy Performance and Efficiency (TRACE)"

Project financed in the framework of South East Europe Transnational Cooperation Programme (SEE).

 

The building sector, responsible for about 40% of the EU's total final energy consumption and CO2 emissions, provides many cost-efficient opportunities for action, while contributing at the same time to the welfare of EU citizens.  The EU is making a real effort to improve the energy efficiency (EE) of Europe's buildings and recently revised its legislation to prompt faster improvements.  The Energy Performance of Buildings Directive (EPBD - COM 2002/91/EC and recast COM 2010/31/EU) has been the main legal instrument in this effort.  Successful implementation of this legislation lies not only at national, but also at regional and local level, as territorial authorities can play an essential role in the field of energy performance of buildings and lead by example.  South East European public authorities at all levels are putting in a large effort to get the legislation implemented. Some are well advanced while others are at an initial stage.  In order for the territorial authorities to respond to their demanding role, the promotion of dialogue, transfer of know-how and exchange of experiences and good practices among them and other interested stakeholders is necessary.  The overall objective of the project is to support local and regional administrations in South East Europe to develop, uphold and advance policies and mechanisms for improving the EE in buildings.  This objective will be achieved through the development of a transnational partnership, which facilitates the exchange of experience, knowledge and good practices among its members, and the implementation of joint actions on this matter of strategic importance.

 

The results of the project will be widely and systematically disseminated and will be openly available to anyone interested without constraints.  The project specific objectives are:

®        To collect and analyze good practices in various aspects related to the improvement of EE in buildings, such as rules and regulations that stimulate EE investments.

®        To share and develop knowledge resources and field experience reports.

®        To facilitate the exchange of experiences and good practices.

®        The capacity building of territorial administrations executives.

®        To develop territorial operational plans and policy recommendations.

®        To set up appropriate structures, which will identify and initiate EE investments.

®        To raise awareness among the citizens and key stakeholders.

 

Main activities under this Project are:

®        Organization of events aiming at transferring knowledge and exchanging experiences.

"From Marginal to Renewable Energy Sources Sites - Recovering Marginal Territories, making them Regain their Lost Value by pursuing Sustainable Development Programs (M2RES)"

Project financed in the framework of South East Europe Transnational Cooperation Programme (SEE).

 

M2RES Project aims at improving the territorial, social and economic integration of the SEE area for cohesion/competitiveness through joint actions on a strategic issue: Renewable Energy Sources development linked to marginal areas management.  M2RES Project will maximize the use of territorial resources in SEE Regions through remediation of marginal terrains through Renewable Energy plants implementation.

 

Main activities under this Project are:

®        Starting from a recognition at regional and national level of the marginal terrains suitable for M2RES implementations (e.g. landfills, quarries, military areas) and of the best practices concerning M2RES technological solutions/management models, an operational guide called “Developing Renewable Energy Sources on marginal terrains” will be drafted.  This document will be the means for spreading M2RES know-how to local, regional and national authorities from the most experienced regions to less experienced ones of the SEE Area.

®        A wide awareness programme (local, regional, national and international seminars/workshops and trainings to key staff in local public bodies) will be the way to diffuse knowledge and competences in the field of M2RES regarding the advantages of developing RES applications on marginal areas.

®        In order to support decision making process of public administrations, assistance activities will be carried out by energy agencies in order to introduce special measures and or intervention lines for mainstreaming the M2RES approach in regional energy plans, and for developing 12 demonstrative preliminary M2RES Master Plans that will be guidance documents showing concrete measures and actions for M2RES development.

®        After creating the best legislative conditions, 40 M2RES exemplary investment proposals will be drafted on the base of a working guideline document for partners on how to carry out a preliminary pre-feasibility study for local public administrations in the SEE area. Among those, 10 municipalities or stakeholders will be assisted on the issuing of public bids/private notices and on evaluating the related offers.  At least 2 of these 10 pilot M2RES implementations are expected to be promoted in the project as exemplary public investments for others to emulate.  The assistance experience gained will be collected in a final project document Transforming Marginalities into RES Opportunities: Experiences and lesson learnt through the M2RES project.

"The Sectoral Collaboration Project with Regard to Financing Energy Efficiency in Buildings within the frame of EU Regulations and Legal Arrangements (EUbuild)"

Project financed in the framework of IPA - Socio-Economic Partnership Programme.

 

The project general objective is to contribute the development of the financial instruments and mechanisms in order to build up the market for energy efficient products and methods in the partner countries.  The project special objectives are:

©        To create a database/document about energy efficiency regulations, incentives and financial mechanisms in the partner countries and in the EU and provide regular flow of information and knowledge sharing between project partners.

©        To provide coordination and regular flow of information between public institutions, private sector and NGO’s about developing financial instruments.

©        To develop recommendations for partner countries, European Commission and public institutions and make contributions for them to form strategic collaborations and action plans.

"Energy Efficiency Planning in Albanian Municipalities - Capacity Building" - Phase 4

Project financed by Norwegian Ministry of Foreign Affairs/Energy Saving International AS (ENSI).

 

The Norwegian Ministry of Foreign Affairs commissioned ENSI - Energy Saving International to implement the programme on “Municipal Energy Efficiency Planning in Albania”.  Phase 1, Phase 2 and Phase 3 have been completed and funding has been provided for implementation of Phase 4 - continuation of Municipal Energy Efficiency Planning in Albania.  The Phase 4 of ENSI Program, for the former three municipalities, will include the following main activities:

®        Organizing of two Plenary Training Sessions (1-2 days each) for the 3 participating municipalities.

®        Organizing of three Training Sessions (1 day each) as technical assistance and/or consultancy sessions for each municipality separately.

®        Preparing and translating the updated MEEP Manual.

®        Assistance with securing financing for 5 Energy Efficiency Pilot Projects, searching for external financing sources (e.g. KfW, etc.).

®        Initiating and arranging meetings with relevant International Organizations and Financial Institutions in Tirana that could provide support or financing related to energy efficiency in the Municipal Sector.

®        Identifying schemes and the requirement for the different schemes. Initiate and participate at meetings with relevant organizations.

®        Developing an Energy Audit in three different municipalities.  EEC will develop the energy audits according to the methodology for which training and tools were provided by ENSI.

®        Supporting the Municipal Specialists to ensure efficient organization and start up of MEEP implementation, providing on-site and on-call guidance and support to the three pilot municipalities with MEEPs developed in the Stage 2 of the MEEP Program.

 

The Phase 4 of ENSI Program, for the new 5-8 municipalities, will include the following main activities:

®        Selection of 5-8 new municipalities.  A team of 2-4 municipal specialists from each municipality (covering managerial, technical and economic responsibilities) will be established.

®        Organizing of five Training Sessions (1,5-2 days each) for the participating municipalities, presenting the following main topics:

 -  Opportunities and barriers for Energy Efficiency (EE) in Albanian Municipalities (incl. legal framework).

"Implementation of Energy Efficiency Measures for the Building "Elderly and Handicap People House" in Korça"

Project financed by USAID Office in Tirana / Local Governance Program in Albania (LGPA), ARD, Inc.

 

In order to quantify energy saving potential and to demonstrate the Energy Survey and Audit Process, two Pilot Energy Survey and Audits have been implemented in two selected buildings, selected in coordination with LGPA, owned by the Municipality of Korça.  This process has entailed identification of the actual energy conservation potential, optional cost-effective energy conservation measures and has proposed an action plan for implementation of selected measures.  Under this Project, the EEC will provide technical support, assist and manage the implementation of the Energy Efficiency Measures for the buildings of “Elderly and Handicap People House” in Korça, as follows:

"Training Seminars on "Improved Solar Thermal Applications" in Albania"

Project financed by USAID Office in Tirana / FORECAST Albania.

 

This Project will contribute on the capacity building, by further developing of the Albanian capacities, of different local key players such as manufacturers & installers, importers, dealers, plumbers, and teachers of professional & vocational training schools or professional training centres on the Improved Solar Thermal Applications in Albania.  The EEC will implement this Project by undertaking the following activities:

®        Contacting the above-mentioned target groups and other interested parties in order to receive their interest to participate in the training seminars as well as their training topics of interest.

®        Conduct base line study for 3-4 most important manufacturers of 2010 sales.

®        Preparation of materials for training the two target groups on Solar Thermal Applications.

The Norwegian Ministry of Foreign Affairs commissioned ENSI - Energy Saving International to implement the programme on “Energy Auditing of Albanian Buildings - Capacity Building, Methods and Tools”.  Phase 1 and Phase 2 have been completed and funding has been provided for implementation of Phase 3 - continuation of Municipal Energy Efficiency Planning in Albania.  The Municipal Energy Efficiency Planning (MEEP) Program is designed to be implemented in two Stages.  The MEEP Program is aiming to increase the awareness about energy efficiency possibilities in the municipal sector, as well as to increase the knowledge and skills on how to prepare Municipal Energy Efficiency Plans.  The Stage 2 of MEEP Program will include the following main activities:

"Co-Financing Scheme for Implementing Solar Thermal Water Systems in Residential Buildings in Albanian Municipalities"

Project co-financed by Hellenic AID / Centre for Renewable Energy Sources (CRES) and Albanian Municipalities.

 

Within the framework of the Hellenic Aid/USAID SYNENERGY project, the Centre for Renewable Energy Sources (CRES) aims at implementing pilot projects to 4-5 participating municipalities in Albania.  On the basis of that, the objective is to create a Co-financing Scheme for promoting the use of solar thermal systems for heating water in the municipal buildings of Albania.  This co-financing scheme will be targeted to ease the financial burden of the end-users in purchasing and installing such solar systems.  Further, this will positively impact their energy bills and strengthen the proliferation of solar thermal systems to the wider public.  Albania-EU Energy Efficiency Center (EEC) will be responsible for supporting a municipality or several municipalities in which the co-financing scheme will be implemented.  In addition, the role of EEC will be to:

®        Evaluate in collaboration with CRES the applications and inform the successful applicants of the conditions and procedures for claiming the co-financing.

®        Monitor and encourage the respond of the suppliers to install the systems.

®        Check the performance of the solar water heating systems after their installation.

®        Evaluate the energy saving from the solar water heating installations.

®        Assist municipality in solving procedural and organizational problems.

"Energy Efficiency and Renewables - Supporting Policies in Local Level for Energy (ENER SUPPLY)"

Project financed in the framework of South East Europe Transnational Cooperation Programme (SEE).

 

In South East Europe the introduction of innovative processes characterized by the transfer, experimentation and consolidation of know-how related to the use and production of energy following a good planning and employing the appropriate management methods is a way to improve the energy balance.  The aim of the ENER-SUPPLY project is to assist the local territories towards this direction through the enhanced use of renewable energy sources (RES) and the implementation of Energy Efficiency (EE) measures. This aim will be achieved by:

©        Transfer of legal and technical knowledge from the experienced partners from EU MSs to the local level of the target SEE countries, through the implementation of a “train of the trainers” course and 9 training courses addressed to Local Institutions.

©        Experimentation of good practices in the management of the energy resources (by public and private organizations) inside the existing economic systems through introducing the concept of Energy Managements Systems (EMS) and testing and evaluate the implementation of an EMS in 9 local territories.

©        Development of the territories by setting a chart of the opportunities for EE and RES investments:

 -  RES Potential Maps and EE/RES feasibility studies will be developed.

 -  Potential financial resources will be defined.

 -  The final results will be promoted to potential investors.

 

The project will be accompanied by information campaigns directed to the key target groups in each territory and with a wide dissemination action to give prominence to the results in order to support the transferability.  The Partners (Pts) are organizations with long experience in energy (EE and/or RES) and with complementary skills.

"Regional Energy Security and Market Development" Program

Project financed by USAID Office in Washington / International Resources Group (IRG).

 

The IRG Team is implementing a 3-year project for USAID entitled Regional Energy Security and Market Development.  The scope of IRG efforts includes South East Europe and the observer countries of Ukraine, Moldova and Georgia.  The project comprises 5 main tasks, with overlapping and complementary activities.  Under Task 4: Regional Energy Efficiency Action, the main activities under this Project are:

"Municipal Energy Efficiency Planning (MEEP) Program"

Project financed by USAID Office in Tirana / Local Governance Program in Albania (LGPA), ARD, Inc.

 

Under the LGPA, ARD, Inc. is administering a grant program targeting nongovernmental organizations (NGOs) and associations, to fund activities that assist grantees to overcome constraints to achieving project objectives at the municipal level and act as seed money for setting up business improvement districts, business incubators, or similar economic development activity. The MEEP program implemented by ENSI - Norway introduces principles of Municipal Energy Efficiency Planning and Capacity Building to municipal staff members. It is comprised of 3 Training Sessions and of intensive home assignments for the participants after each session. Main activities under this Project are:

©        Assistance with Homework - EEC will support 4 Municipalities participating in the ENSI's MEEP program during the training process, mainly by assisting with their homework assignments.

©        Concept Paper - EEC will assist 4 Municipalities with reviewing and finalizing their MEEP Concept Paper and with the presentation to the Municipal Council.

©        Pilot Energy Surveys & Audits - In order to quantify energy saving potential and to demonstrate the energy survey & audit process, 2 Pilot Energy Surveys & Audits will be implemented by EEC in two cities selected in coordination with LGPA for 2 buildings.

The BAS Programme supports economic transition, by both achieving enterprise change in potentially viable micro, small and medium enterprises (the “MSMEs”) and developing sustainable infrastructures of business advisory services in the EBRD countries of operation.  This Workshop aims at the promotion of the efficient use of energy and energy conservation in Albanian industry, service sector, food industry and other types of businesses.  Main objectives of the Workshop include the following:

®        Provide participants from different enterprises with a general background and information about the importance of energy efficiency.  They will become familiar with experience from other enterprises that have benefited from better energy management.

®        Provide knowledge and assistance to the enterprises on the techniques used to reduce their energy costs by using existing technology and management methods.

®        Enable the enterprises to make better use of their budgets and become more competitive in the market.  In many cases, this will make a significant contribution to the chances of survival of high energy consuming enterprises.

"Energy Efficiency Planning in Albanian Municipalities - Capacity Building" - Phase 2

Project financed by Norwegian Ministry of Foreign Affairs/Energy Saving International AS (ENSI).

 

The Norwegian Government is supporting an Energy Efficiency Capacity Building Programme in Albania, and one component of this programme is dedicated to support Awareness Raising and Capacity Building in the Municipal Sector.  This Project aims at contributing to increased awareness about Energy Efficiency possibilities in the Municipal Sector, and to increased knowledge and skills on how to prepare Municipal Energy Efficiency Plans.  Main activities under this Project are:

©        Organization of an Information Seminar on the results from the first year of ENSI activities in Albania, energy efficiency experience from other countries in the region and presentation of the upcoming programme for Albanian municipalities. Interested municipalities will be invited to submit some key figures about their municipality after the seminar.

©        Selection of 6-8 municipalities. 2-3 representatives from each municipality will participate at the workshops.

©        Organization of three Workshops (1,5-2 days each) for the participating municipalities, presenting the following main topics:

 -  Opportunities and barriers for Energy Efficiency (EE) in Albanian Municipalities (including legal framework).

 -  EE measures in Buildings, Street Lighting, Water Utilities, etc.
